They need to dump crummy coders. If a coder delivers sub-standard work they must be de-listed by RentaCoder. Only coders who achieve a minimum standard of work should be allowed to bid for work. Buyers want to choose between a number of coders each of whom has a reasonable minimum standard of work. The RentaCoder approach is to let the market work it out. The bad apples will be discovered and tossed aside. Of course while the crummy coders continue, buyers get upset at the poor standards and disputes begin. The work is delayed and there are no winners. Clean up your act RentaCoder. Set a minimum standard for entrance to your books and only accept those who can produce a body of acceptable work.
