Is it common to have a ton of irrelevant replies?

I recently posted my first job offer at Freelancer.com as I'm looking for some regular writers. I made the offer very detailed and also gave clear instructions on what to include when replying to apply for the position. Out of 35 or 40 responses so far, I think 2 have actually followed the directions I gave. Is this typical of this type of site or is it just Freelancer that's like that?

I think that it is the way Freelancer have their bid system set up that allows these things to happen. Absolutely anyone can join and bid on any jobs, whether they are capable of doing them or not. If they can't follow simple instruction, I would say that they aren't capable and are wasting everybodies time

It is not just Freelancer. I've had the same thing happen at Odesk and whenever I place an ad on a forum. I think many just read the title of the ad and then respond without even reading the entire ad. The only thing you can do is to ignore all irrelevant replies and only address those that clearly read and followed your directions.
