It caters to small business and individuals, and it connects outsourcers with providers from the USA, Canada, Australia & Germany for software, writing, data entry and design.

This website does not make adequate contact information public, such as support email addresses, a physical address, and a phone number. It offers a contact form instead.
Fees and Payments
Dolancer charges its buyers (outsourcers) fees 'in relation to the posting of a project; selecting a freelancer; posting a featured project; hiding a project from search engines; hiding bids from other users; posting a full time project; project commission fees; and other miscellaneous fees.' In addition, it does not offer a traditional money back guarantee. From the site: (sic) If another user breaches any obligation to you are solely responsible for enforcing any rights that you may have. Payments are made via Paypal.

Dolancer does not work through a secured server, but it is declared 'Norton Safe'. It is, additionally, not accredited at the Better Business Bureau.
Full Disclosure
Dolancer's Terms of Service is open to the public, however it lacks an extensive FAQ and a Privacy Policy.
